• Amends the Michigan Estates and Protected Individuals Code to expand the definition of "mental health professional" to include licensed professional counselors under part 181 of the public health code.

• Grants guardians the power to execute, reaffirm, and revoke nonopioid directive forms on behalf of wards without requiring court approval or specific consultation procedures.

• Requires guardians executing physician orders for scope of treatment forms to visit the ward within 14 days beforehand, consult with the ward if meaningful communication is possible, and consult with the ward's attending physician about medical indications.

• Mandates guardians to annually reaffirm physician orders for scope of treatment forms by visiting the ward, consulting with the ward if communication is possible, and consulting with the attending physician about continued medical indications.

• Takes effect 90 days after enactment and is contingent on the enactment of House Bill No. 5152 of the 99th Legislature.
