Amends Michigan's unemployment compensation law to require individuals applying for benefits to provide their Social Security number, driver license or state identification card number, and copies of acceptable Form I-9 employment verification documents.

Requires the unemployment agency to verify an individual's identity using all documentation and information provided before making an initial payment on a claim.

Maintains existing eligibility requirements including active work seeking, registration for work, availability for suitable full-time employment, and participation in reemployment services for those likely to exhaust benefits.

Allows temporary layoff waivers of work-seeking requirements for up to 45 calendar days if the employer notifies the unemployment agency in writing that recall is expected within that timeframe.

Becomes effective March 21, 2018, contingent upon enactment of House Bills 5165, 5166, 5167, 5169, 5170, 5171, and 5172 in the 99th Legislature.
