Amends the Michigan Natural Resources and Environmental Protection Act to expand definitions related to forest fires and prescribed burning, including new terms such as "all hazard incident," "certified prescribed burn manager," and "prescribed burn."

Defines "domestic purposes" for burning to include fires within a dwelling's curtilage using a metal or masonry debris burner with a metal covering device, campfires, and fires within buildings.

Defines "forest land" to include timber land, wetland, and prairie or grassland, while explicitly excluding land devoted to agriculture.

Authorizes the Department of Natural Resources to enter into agreements with other states, U.S. territories, the federal government, Canada, and Canadian provinces to provide and accept assistance in controlling forest fires and all hazard incidents, including personnel training.

Provides that Department employees assigned to fire control duties or training programs outside Michigan receive the same compensation and employee benefits as if working within the state, effective June 17, 2018.
