Amends Section 1301 to define "permit" and establish processing deadlines for various environmental permits, ranging from 20 days for oil/gas well drilling permits to 150 days for endangered species permits.

Specifies that processing periods begin after an application period closes and the application is administratively complete with fees paid.

Includes 40 different permit types under the definition, covering activities such as wetland alteration, solid waste disposal, dredging, mining, and wildlife management.

Allows processing period extensions in certain cases, including 90-120 additional days if a hearing is held for permits under sections 30104, 30304, and 3104.

Enactment is conditional on Senate Bill No. 316 of the 99th Legislature being enacted into law; effective date is February 21, 2018.
