Amends section 20919 of the Public Health Code to establish written protocols for life support agencies and emergency medical services personnel, including requirements for epinephrine auto-injectors, automated external defibrillators, and opioid antagonists.

Adds section 21540 requiring nonemergency patients be transported by ground ambulance instead of aircraft unless medically necessary for the patient.

Requires hospitals to order participating provider aircraft transport or rotary aircraft ambulances before ordering non-participating providers when aircraft transport is medically necessary, if electronic access to provider information is available.

Makes hospitals liable to aircraft transport operations for reasonable transportation costs exceeding the patient's health benefit plan coverage when violating the ground ambulance requirement.

Becomes effective 90 days after enactment and is conditioned on concurrent enactment of House Bills 5218 and 5219.
