Requires Michigan agencies accessing federal information databases to develop written policies mandating fingerprint-based criminal history checks for current and prospective employees with access to those databases, as required by IRS Publication 1075.

Directs the Department of State Police to conduct fingerprint-based criminal history checks within 30 days of an agency request, including FBI criminal records checks, and provide results only to the requesting agency.

Prohibits disclosure of criminal history check results except to federal agencies as required by law, civil service human resources staff, or other state agencies, with violations punishable by a fine up to $10,000.

Exempts employees from repeated background checks if they remain continuously employed with no separation from service, except for layoffs or leaves of absence lasting more than 1 year.

Requires the Department of State Police to retain fingerprints in automated systems with automatic notification capabilities if subsequent criminal information matches previously submitted fingerprints, with results shared immediately with requesting agencies.
