HB 5286 Summary

• Requires districts and intermediate districts to post annual operating budgets, budget revisions, and expenditure summaries as pie charts on their websites within 15 days of adoption.

• Mandates public disclosure of collective bargaining agreements, health care benefits plans, audit reports, procurement policies, superintendent and high-earning employee compensation packages (over $100,000), and credit card information.

• Requires posting of accounts payable registers or reimbursement statements, association dues, lobbying expenses, deficit elimination plans, out-of-state travel costs, and noncompliance notices from state education authorities.

• Requires districts offering virtual learning to submit annual reports by November 1 detailing per-pupil costs, student enrollment, provider names, and cost breakdowns by vendor type (Michigan Virtual University, cyber schools, third-party vendors, or district-created).

• Expands audit requirements to include financial and pupil accounting records at least annually, with enforcement allowing the department to withhold all state school aid for noncompliance until requirements are met.
