• Adds requirement that schools of excellence recruit pupils eligible for English as a second language services in addition to special education students, with specified advertising and notification procedures.

• Maintains existing contract requirements for financial audits, family relationship prohibitions, governance standards, and compliance with state assessment and accountability systems for all three charter school types.

• Effective 90 days after enactment.
