HB 5300 Summary

• Amends the 1978 Public Officers and Employees Conflicts of Interest Act (PA 566) to clarify exemptions from incompatible public offices restrictions.

• Allows public officers and employees to serve on governing boards of institutions of higher education, with the restriction that they cannot simultaneously serve on multiple higher education boards or be both an employee and board member of the same institution.

• Permits public officers and employees from municipalities under 40,000 population to serve as emergency medical personnel, firefighters, police officers, or fire chiefs, and allows governing bodies of such municipalities to authorize additional services.

• Establishes exemptions allowing service on various local development and improvement authorities (tax increment finance, downtown development, brownfield redevelopment, housing commissions, and others) for public officers and employees of cities, villages, townships, school districts, and counties.

• Includes numerous additional exemptions for specific positions including school board members serving as volunteer coaches, intermediate school district superintendents, public transportation authority employees, township supervisors on county boards, and emergency managers serving as transition managers.
