Amends Michigan's charter county law to subject county retirement systems to the Protecting Local Government Retirement and Benefits Act.

Requires county road agencies to annually certify compliance with transportation employee compensation standards, including caps on employer pension contributions (10% for Social Security-eligible employees, 16.2% for non-eligible) and maximum pension multipliers (1.5% to 3.0% depending on eligibility and health care provision).

Mandates county road agencies maintain searchable public websites displaying current budgets, employee counts by classification, financial performance data, and certification status.

Authorizes the state transportation department to withhold Michigan Transportation Fund distributions to non-compliant county road agencies.

Effective December 20, 2017, contingent upon Senate Bill 686 of the 99th Legislature being enacted into law.
