Utility customers own and control their electricity and natural gas usage data and meter information.

Utilities cannot release or use customer meter data without explicit consent, except for billing electricity or natural gas supply.

The Public Service Commission must develop rules and processes for customers to consent to data use and access by utilities or third parties.

Any utility or third party using customer data for purposes other than billing must disclose the type of data accessed, how it will be used, and whether it will be shared with other companies.

The Public Service Commission must create a technology-neutral process allowing customers to consent to and connect third-party technologies capable of reading their meter information directly.
