MI HB5333

Creates the Environmental Science Advisory Board within the Department of Technology, Management, and Budget consisting of 9 members appointed by the governor with expertise in engineering, environmental science, economics, chemistry, geology, physics, biology, human medicine, statistics, risk assessment, or other appropriate disciplines.

Establishes 3-year terms for board members, with initial appointments staggered at 1, 2, and 3 years; members serve at the governor's pleasure and may be removed at any time with or without cause.

Authorizes the board to advise the governor on environmental protection and natural resource management issues upon request, with advice based on objective reasoning, sound science, realistic risk assessment, federal and other state practices, and economic reasonableness.

Prohibits the board from reviewing or advising on permits, licenses, or environmental impact statements; requires advice be provided in writing and is not legally binding on any individual or entity.

Takes effect 90 days after enactment only if House Bill 5331 and House Bill 5332 are also enacted into law.
