Creates the Michigan Infrastructure Council within the Department of Treasury to coordinate asset management across drinking water, wastewater, stormwater, transportation, energy, and communications infrastructure.

Council consists of 9 voting members appointed by the Governor (5), Senate Majority Leader (1), House Speaker (1), Senate Minority Leader (1), and House Minority Leader (1), plus 9 nonvoting members representing state agencies and existing asset management councils.

Requires the Council to develop annual multiyear programs, work plans, budgets, and funding recommendations; conduct research on asset management best practices; and establish a statewide integrated asset management system with consistent data standards.

Mandates development of a 3-year strategy within 180 days of the first meeting and a 30-year integrated infrastructure strategy 3 years after the act's effective date, including performance goals, condition assessments, and investment needs across asset classes.

Prohibits the Council from proposing government-owned broadband networks for residential or commercial premises, except for transportation-related activities, and requires competitive bidding for subsidies to expand broadband to unserved areas.
