HB 5354 Summary

• Amends the incompatible public offices law to clarify exceptions allowing public officers and employees to hold multiple positions in specific circumstances

• Permits public officers/employees to serve on governing boards of institutions of higher education with restrictions: maximum one board simultaneously and cannot be both employee and board member at same institution

• Allows school board members to serve as superintendents of other school districts and permits public officials to serve on boards of tax increment finance authorities, downtown development authorities, housing commissions, and various other local development entities

• Authorizes school board members to volunteer as coaches or supervisors without compensation if they abstain from voting on related matters and pass criminal background checks when no other qualified applicants exist

• Takes effect 90 days after enactment and is contingent on passage of HB 5337
