Changes terminology from "person" to "individual" throughout the statute regarding service animals and disabilities.

Adds requirement for applicants to provide a basic obedience program certificate of completion from a certified instructor or its equivalent as determined by the department to receive voluntary service animal identification and patch.

Expands definition of "individual with a disability" to explicitly include veterans diagnosed with post-traumatic stress disorder, traumatic brain injury, or other service-related disabilities.

Increases criminal penalty for submitting false affidavits or fraudulent obedience certificates from 90 days to 93 days imprisonment, with fines up to $500 and up to 30 days community service.

Makes the act dependent on enactment of House Bill 5281 or Senate Bill Number [blank] in the 99th Legislature to take effect 90 days after passage.
