Exempts students in foster care from having to provide birth certificates or proof of identity within 30 days of enrollment, unlike other students enrolling in schools for the first time.

Establishes pupil privacy protections requiring the Department of Education and CEPI to post inventories of collected student data, provide 30-day notice before collecting new data elements, and prohibit selling education records to for-profit entities.

Allows school districts to disclose student information only according to adopted privacy policies and requires parents to receive written notice of all disclosures made about their child upon request.

Permits students in foster care to enroll in their previously attended school without regard to residence or placement recommendations, and requires schools to grant partial credit for previously passed courses when foster students transfer schools.

Restricts suspension and expulsion of foster care students to no more than 5 consecutive or 20 total school days per year unless expulsion is being considered and the foster care caseworker and attorney are invited to a meeting.
