Amends the Safe Drinking Water Act to require the state drinking water standards to include specific maximum contaminant levels for perfluorooctane (PFOA) and perfluorooctanoic acid (PFOC) at 5 parts per trillion each.

Requires these PFOA and PFOC standards to be included in state drinking water standards regardless of any other provision of the act or rules promulgated under it.

Clarifies language regarding waterworks system design and operator certification requirements, replacing "thereof" with "of a waterworks system."

Maintains existing provisions allowing the department to promulgate and enforce rules for waterworks systems, including requirements for design, construction, operation, maintenance, and water quality protection.

Preserves the prohibition on requiring substances to be added to drinking water for preventive health care purposes unrelated to contamination.
