Director shall create separate advisory committees for each major building code (International Building Code, National Electrical Code, International Mechanical Code, International Plumbing Code, International Residential Code, International Existing Building Code, and commercial chapters of International Energy Conservation Code) before promulgating new editions.

Each advisory committee shall include specified numbers of licensed professionals, contractors, inspectors, building officials, and other stakeholders relevant to that code, with committee chiefs serving as non-voting members.

Advisory committees must hold public meetings with at least 5 business days' advance notice on the department website, allow public comment before votes, and post all roll call votes within 48 hours.

Committees shall review new model code editions against existing Michigan code and prepare reports with recommendations within 45 days, considering demonstrated need, public health/safety impacts, economic reasonableness, and technical feasibility.

Director retains final authority over code promulgation but must consider all advisory committee submissions; commercial codes must update every 3 years, residential codes every 3-6 years, and all completed codes must be made available to the public for 45 days before enforcement.
