Removes the March 1, 2014 expiration date allowing legally blind residents to purchase a senior all-species fishing license, making this eligibility permanent.

Establishes that individuals with a developmental disability may obtain an all-species fishing license free of charge.

Defines "developmental disability" by reference to section 100a of the mental health code, 1974 PA 258, MCL 330.1100a.

Requires individuals obtaining free licenses under these provisions to carry proof of eligibility and present it upon request by a peace officer while taking aquatic species.

Takes effect 90 days after enactment into law.
