Amends Michigan's Public Utilities Act to allow agricultural production or processing operations to purchase all or any portion of their electricity from alternative electric suppliers, regardless of the 10% cap on total utility sales.

Adds a new subsection exempting iron ore mining and processing facilities located in Michigan's Upper Peninsula from the 10% cap if the operator complies with a settlement agreement requiring facilitation of new power plant construction in the Upper Peninsula.

Maintains existing 10% cap on alternative electric supplier market share for other customer classes, with provisions for cap adjustments based on actual market penetration levels.

Changes statutory language from "shall" to "must" in multiple sections to reflect updated legislative drafting standards.

Clarifies that customers on enrollment queues as of December 31, 2015 can continue waiting for alternative supplier service, with utilities required to maintain and report ranked queues annually to the Public Service Commission.
