Defines "electric skateboard" as a wheeled device with a floorboard no more than 60 inches long and 18 inches wide, designed for one person, with electrical power not exceeding 2,500 watts and maximum speed of 25 miles per hour.

Excludes electric skateboards from the definition of "motor vehicle" and grants riders the same rights and duties as vehicle drivers, with exceptions for special regulations.

Requires persons under 19 years old operating electric skateboards to wear crash helmets and prohibits anyone under 12 from operating them on public highways or streets.

Establishes operational rules requiring electric skateboards to be ridden near the right side of roadways, at speeds not exceeding 25 miles per hour, and not on highways with speed limits over 25 miles per hour except for crossing.

Mandates electric skateboards operated between sunset and sunrise be equipped with front white lights visible from 500 feet and rear red reflectors visible from 100 to 600 feet, and allows local governments to regulate or prohibit their operation in specific areas.
