Creates a Transportation Asset Management Council within the State Transportation Commission to advise on statewide transportation asset management strategy for federal-aid eligible highways and related infrastructure.

Council consists of 10 voting members appointed by the State Transportation Commission, including representatives from county road commissions, municipal leagues, planning regions, townships, and the state transportation department.

Requires the Transportation Asset Management Council to develop a template for asset management plans by October 1, 2019, for local road agencies managing 100 or more certified miles of road, covering asset inventory, performance goals, risk analysis, revenues/expenses, and performance outcomes.

Mandates local road agencies responsible for 100+ certified miles submit asset management plans on a 3-year schedule beginning October 1, 2020, with failure to comply by October 1, 2024 subjecting agencies to potential state fund withholding.

Effective date is September 30, 2018, contingent upon enactment of House Bills 5335 and 5406.
