Amends Section 11 of Michigan's Freedom of Information Act to require state agencies to publish and make available final orders, decisions, promulgated rules, and written statements implementing laws and policies to the public.

Permits publications to be in electronic format or in traditional printed forms including pamphlets, loose-leaf materials, and mimeographed documents.

Protects individuals from being adversely affected by agency actions if they lack actual and timely notice of the terms, provided the required materials are not published and made available.

Allows persons to commence legal action in the court of claims to compel state agency compliance, with courts authorized to award reasonable attorneys' fees, costs, and disbursements if non-compliance is found.

Exempts public records that are exempt from disclosure under Section 13 of the Freedom of Information Act and applies definitions of "state agency," "contested case," and "rule" from the Administrative Procedures Act of 1969.
