Allows individuals to carry, transport, or possess a bow, crossbow, or slingshot without a hunting license if the weapon is unloaded and uncocked, enclosed in a case, or carried in a vehicle in a location not readily accessible to occupants.

Permits individuals to carry, transport, or possess an unloaded bow or crossbow in or upon a vehicle while operating on public land or highways if the weapon is uncocked, enclosed in a case, or carried in the trunk.

Clarifies that "uncocked" means a bow is not in the drawn position and a crossbow is not in the cocked position, and defines "unloaded" for bows as having no arrow nocked and for crossbows as having no bolt in the flight groove.

Establishes that individuals may carry or possess an unloaded weapon at any time while traveling to, from, or participating in a historical reenactment without requiring a hunting license.

Effective date of September 27, 2018 (90 days after enactment on June 28, 2018).
