Allows insurers to deliver insurance notices and documents by electronic means if they comply with the Uniform Electronic Transactions Act (2000 PA 305) and applicable health insurer requirements.

Electronic delivery is equivalent to traditional delivery methods including first-class mail, certified mail, or certificate of mailing.

Requires insurers to obtain affirmative written consent from parties before using electronic delivery and to provide clear disclosure of rights, including the right to request paper copies and withdraw consent at any time.

Requires insurers to notify parties of hardware and software requirements before obtaining consent and to provide updated information if material changes occur that could prevent access.

Effective immediately upon approval by the Governor on June 19, 2018.
