Department of Health and Human Services shall establish and administer an electronic, web-based inpatient psychiatric bed registry categorized by patient gender, acuity, age, and diagnosis.

Psychiatric facilities and other providers determined by the department must report available inpatient psychiatric bed information to the registry in real-time or as close to real-time as possible.

Registry access granted to prepaid inpatient health plans, licensed health plans, community mental health services programs, acute care hospitals, psychiatric facilities, and other appropriate providers and caregivers.

Department shall create a committee including representatives from the department, LARA, psychiatric facilities, registry end users, consumers/families/advocates, and law enforcement to provide guidance on registry creation and maintenance.

Department must provide quarterly implementation progress reports to legislative health policy and appropriations subcommittee chairs beginning the first quarter after the 90-day effective date.
