Allows excess revenue in the crime victim's rights fund to be used for crime victim compensation under 1976 PA 223, including compensation to minor crime victims.

Permits additional excess revenue to fund establishment and maintenance of a statewide trauma system, including staff support for trauma and emergency medical services, capped at $3,500,000 per fiscal year ($4,800,000 for fiscal year 2014-2015 only).

Strikes previous requirement that beginning October 1, 2018, statewide trauma system expenditures not exceed 50% of the maximum allowable amount unless proportional to crime victims' utilization.

Requires the department to report annually to the legislature beginning December 31, 2017 on minor crime victims receiving compensation, including number served, age, gender, location, type of services used, and whether counseling occurred in single or multiple visits.

Defines "minor crime victim" as a crime victim under 18 years of age.
