Department of Education must develop and implement a training program by the 2018-2019 school year for grades 9-12 students interested in teaching careers who are members of underrepresented groups in the teaching profession.

Department shall create nomination and admission processes, advertise the program, invite postsecondary teacher preparation programs to participate, and connect participating students with teacher preparation representatives.

Department must conduct at least annual conferences in geographically convenient locations and provide research and resources on recruitment/retention of underrepresented groups, teacher certification, and teacher employment.

Participating students receive annual stipends of up to $500 for up to 4 school years.

Students who fail to attend required conferences or violate program rules must repay the entire stipend awarded for that school year; the act takes effect 90 days after enactment.
