Requires school districts, intermediate school districts, and public school academies to provide one-time bonuses to new certificated teachers based on the percentage of students eligible for free or reduced-price lunch: $3,000 for schools with 50-59% eligible students, $4,000 for 60-69%, and $5,000 for 70% or more.

Provides one-time moving cost allowance of up to $1,000 for new teachers hired after the act's effective date who teach in schools with at least 50% of students eligible for free or reduced-price lunch and who relocate into the school district.

Exempts school districts, intermediate school districts, and public school academies from compliance if a collective bargaining agreement in effect on the act's effective date prevents implementation, with the requirement applying after the agreement expires.

Requires the Department of Education to reimburse schools for costs incurred under this section, subject to appropriation.

Takes effect 90 days after enactment into law.
