Requires school districts, intermediate school districts, and public school academies to provide annual stipends to master teachers who mentor newly certified teachers for up to 3 years.

Stipend amounts are $500 for mentoring 1 teacher, $1,000 for mentoring 2 teachers, and $2,000 for mentoring 3 or more teachers per school year, disbursed at the end of each school year.

Exempts school entities with existing collective bargaining agreements that conflict with these requirements until those agreements expire.

Authorizes the Department of Education to reimburse schools for stipend costs, subject to legislative appropriation.

Takes effect 90 days after enactment into law.
