Adds a new subsection (3) requiring school districts, public school academies, and intermediate school districts to comply with the 80/20 health insurance cost-sharing requirement beginning January 1, 2019.

Mandates that public school employers pay no more than 80% of total annual medical benefit plan costs, with employees and elected public officials required to pay at least 20%.

Defines "total annual costs" to include premiums, employer-paid co-pays, deductibles, and health savings account contributions, but excludes beneficiary out-of-pocket expenses.

Allows public employers to allocate the employee cost-sharing requirement among employees as they determine appropriate.

Takes effect 90 days after enactment.
