HB 5483 Summary

• Creates the Michigan Teacher Council within the Department of Education consisting of 12 members including teachers, higher education students in teacher prep programs, school administrators, and representatives from teacher organizations.

• Council members appointed by the governor, legislative leaders (majority/minority leaders of both chambers), superintendent of public instruction, state board, Michigan Education Association, and American Federation of Teachers.

• Initial members serve staggered terms of 1, 2, 3, or 4 years; subsequent members serve 4-year terms and may be reimbursed for actual and necessary expenses but receive no compensation.

• Council must meet at least quarterly, operate under open meetings requirements, and conduct all business at public meetings subject to the Freedom of Information Act.

• Council shall provide feedback on teacher recruitment, retention, and preparation; offer guidance on best practices for developing the teaching profession; and advise the governor and legislature on increasing teacher compensation, creating incentive programs, and retaining quality teachers.
