Establishes the Office of Government Accountability within the legislative council to investigate complaints of wrongdoing by public bodies and employees.

Defines wrongdoing as violations of law, gross mismanagement of public funds, substantial danger to public health or safety, or falsification of official data.

Authorizes the government accountability officer to conduct investigations within 30 days of receiving complaints, access public records and premises without notice, and hold hearings to gather evidence.

Provides whistleblower protections prohibiting retaliation against complainants and individuals cooperating with investigations, with criminal penalties of up to 2 years imprisonment or $5,000 fine for violations.

Requires the officer to submit investigation reports to the complainant and legislative council with recommendations and maintain confidentiality of complaints and complainant identities except as necessary to perform duties.
