Amends the Michigan Code of Criminal Procedure to add six felonies to the sentencing guidelines in Chapter XVII (MCL 777.11a).

Adds lobbyist-related offenses: compensation contingent on outcome of action (MCL 4.421(1), Class G, 3-year maximum) and giving gifts (MCL 4.421(2), Class G, 3-year maximum).

Adds Government Accountability Act violation (MCL 4.830(3), Class G, 2-year maximum) and purchase of public residential property by public servant (MCL 15.324(1)(d), Class G, 1-year maximum).

Adds crime victim services fraud offenses: false presentation to obtain $1,000-$20,000 or with prior convictions (MCL 18.366(1)(c), Class E, 5-year maximum) and false presentation to obtain $20,000 or more or with prior convictions (MCL 18.366(1)(d), Class D, 10-year maximum).

Adds public officer embezzlement (MCL 21.154, Class E, 5-year maximum) to the sentencing guidelines.

Takes effect 90 days after enactment but is contingent upon enactment of Senate Bill No. ____ or House Bill No. 5492.
