Prohibits knowingly and intentionally using unmanned aircraft in a manner that interferes with operations of key facilities, correctional facilities, or law enforcement facilities.

Bans flying or hovering unmanned aircraft over facilities listed on the Federal Aviation Administration's registry of fixed site facilities under the FAA Extension, Safety, and Security Act of 2016.

Establishes felony offense punishable by imprisonment for not more than 4 years or a fine of not more than $2,500, or both.

Exempts commercial operators of unmanned aircraft operating pursuant to and in compliance with FAA regulations, authorizations, and exemptions.

Effective date: March 29, 2019.
