• Modifies licensing requirements for adult foster care facilities, including revised definitions of facility types (family homes, small/large group homes, congregate facilities, and camps) and clarification of supervision and foster care services.

• Establishes tiered application fee structure with increases effective January 1, 2020 and January 1, 2022, ranging from $85-$500 depending on facility type and capacity.

• Requires criminal history checks and FBI records checks for applicants, licensees, owners, partners, and directors with regular resident access or on-site operational responsibilities, with fingerprint storage in automated identification system for arrest notifications.

• Prohibits licensure of individuals convicted of felonies under this act or Chapter XXA of the Michigan Penal Code, misdemeanors within 10 years, or crimes involving abuse, neglect, assault, or exploitation of vulnerable adults.

• Adds expedited suspension/revocation procedures (Section 22a) allowing department to immediately deny or suspend licenses without notice if applicant waives appeal rights, and requires notification to health and human services and potential appointment of temporary administrators during facility closures (Section 22c).
