Amends the Motor Bus Transportation Act to revise liability insurance requirements for motor bus carriers based on vehicle seating capacity.

Requires buses with 9-15 passenger capacity (including driver) to maintain minimum combined single limit liability insurance of $1,500,000 for bodily injury and property damage.

Requires buses with 16 or more passenger capacity (including driver) to maintain minimum combined single limit liability insurance of $5,000,000 for bodily injury and property damage.

Eliminates the requirement for personal protection insurance and property protection insurance under the Insurance Code of 1956.

Motor carriers must grant the department notification rights for all required insurance policies and face automatic revocation of authority if coverage is canceled or falls below required levels; takes effect January 1, 2020, contingent on enactment of House Bill 5517.
