Replaces the previous accountability system with a new statewide system that assigns letter grades (A-F) to public schools based on pupil proficiency in math and English language arts, pupil growth, English language learner progress, graduation rates, and comparative performance against similar schools.

Assigns rankings (significantly above average to significantly below average) to public schools for chronic absenteeism rates, state assessment participation rates, and pupil subgroup performance compared to statewide peers.

Identifies the lowest-performing 5% of schools as "comprehensive support and improvement schools" requiring accountability measures, with high-performing schools designated as "reward schools."

Exempts alternative education campuses (including strict discipline academies, center programs, and programs for adjudicated youth) from letter grades and rankings, instead issuing compliance summaries.

Requires the Department of Education to implement the new accountability system by the 2019-2020 school year and publish lists of lowest-achieving and highest-achieving schools annually starting September 1, 2019.
