Creates a county veteran service fund within the state treasury administered by the Michigan veterans affairs agency for auditing purposes.

Establishes a grant program providing funds to eligible county veteran service departments with a base amount of $25,000 per county plus a per-capita allocation based on the number of veterans in each county.

Requires grant-eligible counties to maintain minimum funding levels for veteran services, obtain PIV cards for service officers, provide at least 20 hours per week of service operations, and submit quarterly and financial reports to the state agency.

Mandates that grant funds be used solely for veteran service operations including advice, advocacy, and assistance in obtaining Department of Veterans Affairs benefits, with penalties reducing future grants for improper expenditures.

Effective date of September 24, 2018 (90 days after enactment on June 25, 2018).
