Establishes a 24/7/365 hotline program operated through a contracted vendor for receiving reports of potential self-harm, harm, or criminal acts (including sexual abuse, assault, and rape) directed at school students, employees, or schools.

Designates the Department of Technology, Management, and Budget to issue a request for proposals and award the hotline contract, with sole authority over the selection process.

Requires all existing state-run school violence hotlines to redirect calls to the new hotline and be disconnected within 6 months of the new hotline becoming operational.

Mandates the department review hotline reports and direct them to local law enforcement and school officials, with training requirements for program personnel in crisis management, mental health resources, and community services.

Requires immediate referral of reports suggesting psychiatric emergencies to county community mental health services crisis lines and directs the department to develop and share a resource guide on available mental health services with schools and law enforcement.
