Secretary of state shall develop and maintain an electronic voter registration interface on the secretary of state's website allowing applicants to submit voter registration applications electronically.

Electronic interface must transmit applications to the qualified voter file, interact with state operator's/chauffeur's license and personal identification card files for authentication, and verify applicant identity using last 4 digits of social security number, license number, full name, date of birth, and eye color.

Applicants must be at least 18 years old, a U.S. citizen, Michigan resident, and possess a valid operator's/chauffeur's license, enhanced driver license, or state personal identification card to use the electronic registration system.

Individuals cannot use the electronic interface if they ordered a duplicate ID the same day, submitted an address change within 10 days before submission, or possess an expired identification document.

Act takes effect 90 days after enactment and is contingent on passage of House Bill 5549.
