Extends voter registration section references from section 509hh to 509ii to accommodate new provisions for electronic voter registration.

Authorizes qualified electors to register to vote by submitting an electronic voter registration application in addition to existing in-person and mail registration methods.

Requires voters who register by mail or electronic application to vote in person and provide identification as specified in the Help America Vote Act of 2002 (52 USC 21083) if they have not previously voted in person in Michigan, with limited exceptions for certain voters.

Establishes that electronic voter registration applications submitted through the electronic voter registration interface on or before the close of registration are considered timely received.

Takes effect 90 days after enactment and is contingent upon House Bill No. 5548 of the 99th Legislature being enacted into law.
