Requires school districts and public school academies receiving state school aid to provide free transportation to and from school for all pupils enrolled in their public schools.

Eliminates previous requirements that transportation only apply to pupils attending the nearest school or that certain conditions be met regarding school level or nonpublic school attendance.

Removes exemptions for nonpublic school students, replacing them with a uniform requirement that districts only transport public school students.

Maintains the 1-1/2 mile walking distance exemption, under which districts are not required to transport pupils living within that distance by the nearest traveled route to their enrolled school.

Takes effect 90 days after enactment into law.
