Removes appropriations for fiscal year ending September 30, 2017 and extends authorization to fiscal year ending September 30, 2019.

Eliminates specific dollar amounts for state school aid fund, general fund, community district education trust fund, MPSERS retirement obligation reform reserve fund, and water emergency reserve fund appropriations, leaving blank lines for amounts to be filled in.

Requires general fund appropriations to be expended before state school aid fund appropriations for education purposes.

Establishes that unexpended general fund allocations transfer to the school aid stabilization fund at fiscal year end.

Maintains existing payment schedule requiring the state treasurer to distribute funds to districts and intermediate districts in 11 installments (October through August) of 1/11 of annual entitlements each.
