Removes fiscal year 2017 appropriations language and updates appropriation period to fiscal year ending September 30, 2019.

Removes specific dollar amounts for state school aid fund, general fund, community district education trust fund, MPSERS retirement obligation reform reserve fund, and water emergency reserve fund appropriations, replacing them with blank lines for amounts to be determined.

Eliminates reference to $23,100,000 from the MPSERS retirement obligation reform reserve fund and the $100 water emergency reserve fund appropriation for fiscal year 2019.

Maintains authorization for all available federal funds to be appropriated for fiscal year 2019 and preserves existing payment distribution procedures requiring 11 equal monthly installments to districts and intermediate districts.

Retains provisions for electronic fund transfers, advance payment requests, and adjustments for changes in law or computation errors affecting district entitlements.
