Requires the Department of Natural Resources to submit an annual report to the legislature by March 1 detailing asbestos program activities from the previous calendar year.

Report must include the number of inspectors employed, number of inspections conducted, percentage of inspections per notifications received, and number of enforcement actions taken.

Department must assess whether it has sufficient inspectors to carry out the asbestos national emissions standards for hazardous air pollutants program under the Clean Air Act, with a minimum sufficiency threshold of 15% of inspections conducted per initial renovation or demolition notices received.

Department must hold a public hearing in compliance with the Open Meetings Act to present its assessment and recommendations before finalizing the report.

Report must be posted on the department's website and published in the Michigan Register; the act takes effect 90 days after enactment.
