Establishes the "Public Entity Asbestos Removal Disclosure Act" to regulate asbestos abatement contracts between public entities and contractors.

Prohibits public entities (including state agencies, school districts, cities, counties, townships) from entering into asbestos abatement project contracts unless the asbestos abatement contractor files an affidavit disclosing criminal convictions related to environmental law compliance and environmental violation notices from the preceding 5 years.

Requires disclosure of whether the contractor is subject to an administrative order or consent judgment related to environmental violations within the immediately preceding 5 years.

Mandates that asbestos abatement contractors working on public entity contracts cannot subcontract with other asbestos abatement contractors unless those subcontractors also file the required affidavit with environmental violation disclosures.

Applies to asbestos abatement contractors licensed under the 1986 Asbestos Abatement Contractors Licensing Act and covers demolition, renovation, or encapsulation of friable asbestos materials.
