Superintendent of Public Instruction cannot approve teacher preparation institutions unless staff and faculty teaching classroom method-based classes complete at least 30 hours of continuing education per school year.

Required continuing education must include: subject-specific content, observation of instruction in K-12 schools, urban and rural school observations in first 2 years, social-emotional learning, English language learner instruction, high-poverty schools, special education, teacher evaluation tools, data-informed instruction, and classroom management skills.

Faculty members must demonstrate completion of continuing education to the department's satisfaction and submit to criminal history checks by the Michigan State Police.

Beginning July 1, 2021, the superintendent must revoke approval of any previously-approved teacher preparation institutions that do not meet these requirements, though institutions may reapply.

The act takes effect 90 days after enactment into law.
