Superintendent of public instruction cannot approve teacher preparation institutions unless they offer a warranty education program for graduates who lack effective teaching skills.

Teachers eligible for warranty programs must have completed a teacher preparation program in Michigan, be employed by a school district, intermediate school district, public school academy, or nonpublic school, and be identified within 2 years of graduation as lacking teaching skills based on local evaluation and a development plan.

The teacher preparation institution from which a teacher graduated must bear all costs of the warranty education program the teacher enrolls in.

Credits earned in a warranty education program cannot be used toward completion of a master's degree.

Takes effect 90 days after enactment; department shall promulgate rules for implementation.
