Beginning July 1, 2019, elementary level provisional teaching certificates require at least 12 early elementary credits and 9 later elementary credits in reading instruction covering specific topics including phonemic awareness, phonics, vocabulary, fluency, comprehension, writing skills, and assessment methods.

Secondary level provisional teaching certificates require meeting reading credit requirements established by superintendent of public instruction rule.

Teachers seeking professional certification must complete a 3-credit course in diagnosis and remediation of reading disabilities and differentiated instruction within 5 years of employment, covering assessment tools and instructional strategies.

Out-of-state certificate holders with 3+ years of successful teaching experience and 18+ semester credits in planned coursework or a master's degree may receive a Michigan professional education certificate without passing subject area examinations.

By January 1, 2019, the superintendent shall establish rules allowing teachers to use time spent with local employers or technical centers toward certificate renewal, equivalent to continuing education credits.
